Abstract With China's planned economy transiting to socialist market economy system and the implementation of preferential policy for regional development, differences in regional development in China become the focus of various circles of society. County socio-economy, as the basic unit of national socio-economy, concentrates various contradictions in regional development. So the research on it is of high theoretical and practical value. This paper makes an in-depth description of the scientific concept of comprehensive assessment on the socio-economic development at county level. Based on it, the authors construct an index system of the assessment. Then, with the application of BP network model, GIS technology and ID differentiation index, the authors make a comprehensive assessment on the socio-economic development of 83 Counties in Shanxi province, which can reveal the characteristics and laws of spatial disparity about socio-economic development in Shaanxi province. The results show that the characteristics of county comprehensive development levels present a convex distribution; the regional spatial structure presents that the levels of counties comprehensive development tends to grow from south to north and shows "U" pattern from west to east in space; the overall ID differentiation index of socio-economic development at county level of Shanxi province is 0.2195,which appears to be an "contact" distribution. In the north of Shanxi province, counties with high level comprehensive development appear to be cluster, and the differences among these counties are relatively big. In Guan zhong region, counties are also characterized with a high comprehensive development level and less regional differences, and most of them are along the Weihe River. In the southern of Shanxi province, the level of the comprehensive development of most counties are low, which indicates that this region is now in a less developed situation compared with the other two in Shanxi province. Finally, the authors also put forward some suggestions as follows.(1)Enhancement of the cooperation among the three regions in Shanxi province. (2) Adoption of different development strategy according to different condition of different county.
